Summary0004304: sv_respawndelaytime to not have any effect during countdowns in modes with map resets.
DescriptionIMO, there's no reason to force players to wait with respawning unless the actual round is in effect.

Tested and it seems to work. The feature additionally no longer has any effect in pure singleplayer games.
