Summary0000925: Allow change sv_cheats in singleplayer w/o starting a new game
DescriptionAs a developer, it's always painful to start checking your mod and suddenly find out you forgot to turn on cheats and you have to begin to play from very beginning in order to debug something that requires cheats on.

It would be nice, but even in single player there's an issue with what the behavior should be if you disable cheats while some cheat is active. For enabling cheats that wouldn't be a problem, but then sv_cheats would be the only CVar that's latched one way and not the other. That feels just a little confusing for me.
