0004208: sv_limitcommands broken since 3.1

Description

While testing I noticed that this variable is broken. I usually set it off for testing purposes, but lately I've been kicked out from my own server often.

Steps To Reproduce

Start a server and join it and repeatedly try to spectate. It will kick you out rather fast.
