0004199: Unable to connect to any URLs from Wadseeker/Doomseeker

Description

Whenever I try to do anything that involves downloading/updating something from online, I (almost) always get back the error "Invalid or empty cipher list()"

Steps To Reproduce

1. Try to do anything that involves an online database (install WADs, update IP2C, etc.)
2. Get error
