0004194: Spam of "actor has no netid" from bulletpuff spawned from projectile

Description

I have a chaingunner replacement for my mod that fires projectiles where upon contacting with a surface spawn a puff. I get a lot of spam of "Warning: Actor NewBulletPuff doesn't have a netID and therefore can't be manipulated online!"

This is of course a lot worse with my mod running many of these. Found one of these as a prime example of spam.
