0004065: Add a way to notify people when there is a party on some server

Description

I'd like to have some way to subscribe to servers and get a tray notification if players join that server. I'd like it two ways, one when I subscribe to specific servers, another when I subscribe to some WADs wildcard and get a notification for all servers that match.
