0003589: Doom 1 chat sound doesn't work in areas with reverbs

Description

The Doom 1 chat sound doesn't work in areas with reverbs, however the Doom 2 chat sound does.

Steps To Reproduce

1. Load the provided map.
2. Open the menu, go to Options>HUD options>Message options, and select the Doom 1 chat sound.
3. Chat to yourself in the various environments.
4. Notice that there is no chat sound.
5. Miss parts of a conversation you're having ingame because your brain is trained to look up when you hear the little chat blip

Additional Information

Bug happens in the latest 3.1 beta too, didn't happen in 2.x to the best of my memory.

I used an IWAD that contains both sounds (freedoom.wad in my case) and both could be heard all the time, I'll link a url to showcase this:'https://youtu.be/J2xAtwfD2X4 [^]'
