i guess something like (insert intuitive command name here) which will prevent all clients from chatting (along with a message telling the client everyone is muted, not just them), allowing only rcon chat through

thoughts on duration:

indefinitely until the command is called again?
fixed or adjustable amount of time? (will clients be told the remaining duration?)

The command should have a duration, specified or hardcoded but always finite. If the command should be called again or the duration is reached it should unmute everyone. IMO it could be set by the admin.

Also, the implementation should inform at a certain interval of the time remaining for everyone to be able to chat again, like every 10 minutes. And while the command is running and someone tries to chat, the client should inform the user of the remaining time, maybe in the same fashion as when one is muted for talking too much (anti-spam behavior).
