Summary0002044: The connect sound doesn't play for people with cl_startasspectator 0.
DescriptionWhen a client joins the game with cl_startasspectator 0, other players won't play a connect sound on their end.

Hmm, this was intentional since those players already trigger the spawn sound.

I can tell from personal experience that I'm usually too far away from the spawns when someone enters or even joins the game from spectators to hear the spawn sound.
