Summary0001906: The +SKULLFLY flag doesn't work correctly when a monster attacks another monster in melee range
DescriptionIf a monster attacks another monster and they both stay close to each other, so no movement can be done, the attacked monster doesn't take any damage. However, players take damage in this scenario, and v1.2.2 does work as intended, the monster will deal damage to other monsters in such scenario.
Steps To ReproduceLoad the attached file, enable the notarget cheat, summonfriend ZDemon near an idle monster, so the summoned Demon will be able to attack it right away. The file provides a modified Demon that constantly rams into its prey. After you're done, summon regular hostile ZDemon and let it ram into you in the melee range.

I have a hard time creating the circumstances you describe. If I just "summonfriend ZDemon" near the monsters on Doom2 MAP01, the ZDemon still kills the monsters. Can you create a minimal example map that clearly shows the problem?
