0000935: Allow revoting on polls

Description

On the Skulltag forums, polls had an option to allow users to change their votes. That would be really useful here, too.

One of few downfalls compared to PHPBB or VBulliten. Edit: I may be partly outdated here. As addressed in this thread (http://community.mybb.com/thread-76301.html), you are able to set user groups to be allowed to undo votes from a poll. Though am currently unsure if it only applies to their vote or every vote.
