0000436: announcer/skins folder path in ini

Description

I'd like to set a global path to the announcer/skins folder in my ini. When you have over 100 different versions of ST located in separate folders for testing purposes, it can be cumbersome to always have to copy the folders. Ideally, I should only have to copy my main ini.
