0004321: Pointlimit not handled dynamically in CTF, OneFlagCTF and Skulltag

Description

Like with the other issues, the pointlimit is not dynamic when changed to a lower value during gameplay.

Steps To Reproduce

For CTF:
1. zandronum -iwad doom2.wad -file domination_pointbug_02.wad +ctf 1 +pointlimit 10 +map map01 +addbot chubbs
2. Join the game and pick up the flag and score to get 1 point.
3. "pointlimit 1" in the console. You don't win the game despite having 1 point.

For OneFlagCTF:
1. zandronum -iwad doom2.wad -file domination_pointbug_02.wad +oneflagctf 1 +pointlimit 10 +map map01 +addbot chubbs
2. Join the game and pick up the flag and score to get 1 point.
3. "pointlimit 1" in the console. You don't win the game despite having 1 point.

For Skulltag:
1. zandronum -iwad doom2.wad -file domination_pointbug_02.wad +skulltag 1 +pointlimit 10 +map map01 +addbot chubbs
2. Join the game and pick up the skull and score to get 1 point.
3. "pointlimit 1" in the console. You don't win the game despite having 1 point.
