Summary0004124: A method of enforcing Zandronum client cvars
DescriptionSome mods currently use ConsoleCommand to enforce that the client has certain Zandronum cvars toggled a certain way. In my case, I've used it to enforce `gl_spritebrightfog`, but there would also be interest in using it to enforce `blood_fade_usemaxhealth`. There are some server variables and DMFlags which already enforce client cvars, but those cannot cover every modder's case.

I think for the enforcement case above, another extension to GAMEMODE would be most appropriate. However, some people may want to still be able to change Zandronum client cvars dynamically depending on some condition in ACS, in which case a general function may be better.

Either way, providing this feature would cut down on a bulk of uses of ConsoleCommand.
