0003419: On Windows, De-syncs cause timeouts to occur in Hexen.

Description

I and my female partner are running a few servers on TSPG that run Wrath of Cronos. On Windows, De-syncs cause timeouts to occur in Hexen. Linux users are fine. sv_monsterrespawn 1 seems to escalate the issue. Windows users tend to De-sync and eventually time out.

(0019205) Zombie (reporter) 2018-05-06 15:38	Yes, because the same person on the same system had both a Linux and a Windows machine. He had the issue on the Linux machine, which was most easily reproduced in Somna Temple District, but in Linux Multiplayer, it operated fine. In Windows Single Player, it was also fine.
