Summary0003318: SetSkyScrollSpeed doesn't work on servers.
DescriptionThe ACS function SetSkyScrollSpeed works fine in single-player, but not in client-server mode.
Steps To ReproduceIn single player, the switch in the test map changes the sky and starts it scrolling. On a server, the sky changes, but does not scroll.

 This works, but the new scroll speed isn't sent to newly-connected clients.
