0000162: have sv_disallowspying not apply to spectators

Description

This is just simple.
Just have sv_disallowspying not apply to spectators.
This can be annoying in some games when you want to watch someone play or something, but you cannot, even if you are spectating.

(0000518) unknownna (updater) 2010-11-01 20:22 edited on: 2010-11-01 20:52	AFAIK, some mods depend on this behavior, e.g. "Who Dun It". EDIT: However, demo spectators shouldn't be affected by this. They currently are.
