0001308: Add a dmflag to forcefully enable the chasecam for all players

Description

Can there be a dmflag to force on the chasecam? It just needs to force everyone in the server to use zandronum's built-in chasecam.

I need this for a mod I'm working on, plus making any chasecam scripts turns out to be far too choppy for any good use.
