0001109: Flags to Allow/Disallow weapons from earning certain medals

Description

When I'm playtesting my mod, I have to keep turning off my announcer when I want to play as a certain class, The Pyro class is equipped with Flamethrower but when I use it on anyone I keep getting plenty accuracy and precision medals, the announcer would get loud and obnoxious when this happens. I think there should be flags to allow/disallow weapons from earning certain medals:
+NOPRECISION - To disallow you to not get any precision medals,
+NOACCURACY - The same as above but with accuracy.
+FISTING - To allow custom fist weapons to achieve the fisting medal.
