0000447: Generalized sv_* variable that allows/disallows "cl_identifytarget" for spectators

Description

> cl_identifytarget doesn't work when you're a dead TLMS spectator. Perhaps this is the intended behavior.

> There is additional code to prevent spectators from using cl_identifytarget in (T)LMS so I assume that it's intended.
