0004358: Multiplayer options menu re-arrangement

Description

Continued from the other ticket, it would be good if certain features were brought higher up and emphasized for quick and easy access. The login menu is very important in particular so users can take advantage of the account system. It feels a bit hidden and squished between the other menus at the moment. Maybe bring it out by putting it above the others, or give it its own little space.
