0004184: add crosshair scaling slider from zdoom

Description

if it's possible, adding the crosshair slider from current zdoom versions would be amazing. right now, scale crosshair is simply an on off switch, and i find myself thinking that the scaled version is too big, but the regular ones are too small. allowing people to scale them on a percentage would likely solve this issue.
