Summary0003558: Letting modders change DM/DM2/Compat/Zandro etc. flags without ConsoleCommand
Description    Part of phasing out the dangerous ConsoleCommand (https://zandronum.com/tracker/view.php?id=1070).

It would be great to have SetFlag(str flag, int/fixed/bool value); to replace ConsoleCommand("flags value") or allow SetCVar to modify internal CVars.

Primary use case is scripts to allow modders to change the value of DM/DM2/Compat/Zandro etc flags as needed.
