Summary | 0003416: Server does not sleep when it is not active |
Description | When a server is hosted but there is no active players at all on the server it will consume 3-4% of CPU which is a lot when 5 instances are online as it would use up 15-20% CPU power, which means there will be less CPU power available for other servers when it is active (players actively playing on it). When the platform is Windows based the CPU usage is much lower <1%.

Steps To Reproduce | 1. Host a few server instances
2. observe the CPU usage from a process viewer when the server has no players

Additional Information | Same issue happens on a clean Lubuntu 17.10 OS running via virtual machine |
