0002316: Spectators always start with notarget cheat enabled

Description

For some reason the notarget cheat is always enabled for spectators.

Steps To Reproduce

1. zandronum -iwad doom2.wad -host +sv_cheats 1
2. zandronum -iwad doom2.wad -connect localhost
3. "notarget" in the console. Notice how it actually turns the cheat off.
4. "join" in the console.
5. "spectate" in the console
6. "notarget" in the console. Notice how it actually turns the cheat off.

Additional Information

I'd like to know the reason why the behavior is there if it's intended.
