0001204: Reinstate the "PlayMovie" command for ACS and\or the console

Description

The title says it all.
I know this command was disabled because it was buggy, crashed often, was unreliable and only worked on Windows, and even then the user needed the proper codecs, but it would be nice to have this command fixed up and working. I can see some really cool stuff done with it.

It's also really needed for some of my projects.
