 Why do you want this?

You can probably also emulate this by adding some fake ACS thing into your skins folder that runs as an OPEN CLIENTSIDE script. Though this may not actually work unless the server has it or some other reason a knowledgeable person can chime in on here.

No. ACS are protected lumps so that won't even get to step 1.

I once thought of the client playing misc/connect whenever someone connects. If someone wants the sound, they could map the sound to a sound file in SNDINFO. ZDoom does the same thing for misc/invuse, which is played when someone uses inventory.
