Summary	0002028: Allow spectators on demos use noclip

Description	So, when you're spectating online you can use noclip to pass some areas where you would get stucked, but, if you're spectating on a demo, you cannot use the noclip command. Then, it would be cool to allow spectators use noclip on demos too.
