Summary	0003549: A script to derive country flags doesn't exist

Description	Oh how nice it'd be to give an image to a script (via file path or stdin), and it'd output the right resolution with additional layers of gloss in fashion to `media/flags/flag_template.xcf` (to a file or stdout). I've done three flags so far for Doomseeker 1.2 release, all by hand in GIMP. I wish I didn't need to repeat myself. I'm also curious how the "source requirement" of (L)GPL license applies here to the derived country flags, since we don't have a .xcf source for every single flag in the repository.
