Summary 0004230: If sv_forcegldefaults is 0, allow users to toggle bright ally icons

Description Inspired by e-sports style games, maybe there could be an option to allow users to decide whether the ally and enemy icons are to be rendered bright in order to see other players better. OpenGL users can already at the moment force the game to be bright anyway on most servers, and everybody can additionally force ally/enemy colors.

Quake Live apparently allows users to force "sports" and bright skins of other players.

If sv_forcegldefaults is set to 1, the icons could be rendered normally like they currently are.
This is for servers that wish to maintain a more vanilla-like experience where map brightness and dark hiding spots is a bigger factor in gameplay, though thinking about it, pure vanilla servers would probably disable icons altogether anyway (if sv_noicons existed).
