Summary0000557: Make powerup versions of spread and reflection runes
DescriptionPretty self-explanatory. Basically, I'd like a powerup version of the spread and reflection runes so I could try to make the multiple rune suggestion as a mod.

PowerDoubleFiringSpeed has been backported along with numerous other things from the new updated codebase. Other things regarding the powerup versions of runes have not been added as of yet.

PowerDoubleFiringSpeed seems to be working for me, at least offline. I haven't tested it online, but I don't think it would be any different than any other powerup, right?

This is pretty good example why we shouldn't have multiple unrelated things in one ticket. I think this should be about moving the rune stuff to powerups so I'm removing PowerDoubleFiringSpeed off here (which shalt be handled in 0001344).

Using the latest 3.0 build, I was able to use both spread and reflection as power-ups. Seems this is safe to close.
