my friend downloaded the game and try to enter for servers

and this write Banned From Master server

Well, if his specific IP is causing the problems via w/e reason, then he just gets re-banned again with no appealing power.

Things like this are actually pretty tricky. We look into IP's as much as we can. We'll never ever know if the person on the other side is lying, but on the other hand, we can't keep innocents banned because someone else decided to break the rules.
