How will a 3 bracket playoff work? I imagine it would be based on ratings instead but if somehow there is a sudden surge in demand (hypothetically) having 4 subdivisions starting from a quarter final would occur... You are right though that there will most likely be not enough players.

I'm not sure but if by any chance there will be alot more people interested (Say 48 instead of 32) then it would be good to let those people play.

Not quite. 50% right.
The very first matches, are all RR-like (Round Robin) meaning you face everyone in your group. The top two of the two groups within each tier, advances to the semi's, which are elimination as usual.
