It's that and misguided efforts. While yes, CISPA has a real and justified reason for existing, the point is its vague wording allows it to be used as justification for all sorts of shady things to happen, such as companies sending other companies or the USG all the data they have in their databases on their users in the name of "cyber security". It's not to make money, at least not as I see it. It's to lower the already low barriers for shipping user data around and guarantee safety and legal immunity for this. While I'm sure there's money to be gained from this, it's not the main motive.

Removing all personally-identifiable data is the norm now, but CISPA has no qualms with keeping it in there. And regardless, Google and Facebook have demonstrated, multiple times, that supposedly anonymous data can still be used to figure out who exactly you are. There's still pitfalls, but...
