0000575: Wrong non-english symbol saving

Description

There is a bug with non-english symbols like cyrillic for example.
I can use it in File paths ('http://doom.tc/screens/auto/be300acaf73e5d22f7d8052162a8a1a9Mazter.png [^]' ) but after I restart Doomseeker, they get broken ('http://doom.tc/screens/auto/43191aed777d3f95f8cfe8a53ace8b6bMazter.png [^]' ). Same goes for Wadseeker>General ('http://doom.tc/screens/auto/20c6947751f63f845f568eea491e5ec4Mazter.png [^]' ).
Tested both on Windows Vista Starter x86 and Windows 7 Ultimate x64. Vista is english version and 7 is russian, so this is not a language version problem.

Steps To Reproduce

Start Doomseeker, type some symbols like cyrillic in the File paths, save and restart Doomseeker. After you'll open File paths, you'll see it is broken.

(0002148) MazterQyoun-ae (reporter) 2011-09-04 21:37	So do I. But the problem is that I have to do so, if there was any way of using only english letters I gotta rename it but the PC is not mine so I am not able to do so, so I had to report it here.
