in gzdoom 1.8.6 netgame, sv_cheats 0 prevents anybody from using this, but sv_cheats 1 allows everybody to use it

this cheat is not present in zan 2.1.2
Steps To Reproducehost server with doom2.wad map01 and sv_cheats 1
go to the lift that overlooks the platform that unlocks the rocketlauncher secret
special floor_raisebyvaluetimes8 5 5 10
nothing happens online, but offline it will raise to the ceiling

 I tested this with zandronum-3.0-r140923-1010-2ffec15 and the lift when up to the ceiling online.
