Summary0001567: Very rare double flag bug in CTF

Basically there was two instances of the red flag that completely broke the level. I have no idea how this happened but I do have the demo and the files you will need.

 I got the feeling this is consequence of the anomalous behavior described in 0000932. Should make the code ensure there's only one flag of a given team ever present in the game... this might need a minor overhaul.

 I'd say no more than the number of a flag spawn points. Better safe than sorry.

 I tried to make a CTF map at one point with multiple flags per team, it did not work at all so we don't need to worry about that.

 It seems the demo link and youtube video are no longer working. Since there hasn't been any loud complaints about a double flag happening in any of the past CTF leagues since then, I'll chalk it up to being fixed by the changes in 0000932.
