0001437: GetPlayerInput mouse input handlers do not grab input properly for some people

Description

If you use GetPlayerInput(playerNum, INPUT_YAW), on some computers it works just fine, others it does not work at all. I copied peoples configs to rule out any weird stuff and it worked just fine for me, so it appears some computers cannot grab input properly (if at all). This was run in a CLIENTSIDE script. It should be standard among all computers though. They also have freelook on and can use the mouse just normally, but this ACS function is not retrieving the information at all.

I do not know why this is, but it's preventing me from making mods for players that rely on moving the mouse to select things.
