0001281: Add a server flag to allow music not stopping when timefreezesphere is active

Description

Zandronum would benefit from either some decorate +FLAG or a sv_boolean to allow music playback to continue while a PowerTimeFreeze is active. This can be used to create slowdown effects and other novelties that just aren't convincing from a gameplay perspective without music playback continuing.

(0006244) President People (reporter) 2013-04-06 06:49	There ought to be an on-screen indicator for an active time freeze if this is implemented. If the music continues during a time freeze, only the fact that you've stopped dead would let you know you're frozen (in competitive, at least). But perhaps that's ideal, since… well, if time actually stopped, could you really know about it? (I just worry I'd confuse it with a crash)
