0000584: Players' walking animation is frozen from the perspective of somebody who just connected
If you join the server, and stay as a spectator, players will move, but their sprite animation will be frozen.

It will stay frozen until the player changes state by firing, stopping, or being hit.
1. Start a server and have a player run around
2. reconnect
3. The player's sprite will be frozen even though he is moving.
Discovered in 98E-r3299

It's possible that this is fixed by a player jumping or crouching.

This also appears to be fixed over time, after 10-20 seconds of joining.

Also, the effect is completely client side.
