0000480: vid_forceddraw as a menu option in "Display Options". "Disable Direct3D"
Disabling the Direct3D acceleration noticeably decreases the input lag on some systems. You may then do accurate *swingshots* with the SSG due to the instant mouse response. I've heard several complaints about this "mouse lag" behavior in ST from ZDaemon players (and I can confirm the behavior), thus I think that this option would fit well in the menus. It'd also set a more vanilla-like look for those who'd want that (ZDaemon/Odamex players).
It would need a warning message: "This won't take effect until Skulltag is restarted."

Is this by chance linked to vid_vsync issues? Or does this still cause problems?

No, this isn't caused by vsync at all. After further testing, it seems that it's hardware specific. On this new laptop of mine, vid_forceddraw actually makes things slower.

But I'd say that since people haven't complained about this issue yet (as far as I know), we can safely close this issue.
