Summary	0004541: If possible, let client ignore server bot chats if local "bot_allowchat" is 0
Description	If the server has bots added and doesn't have "bot_allowchat" set to 0, your client is forced to endure endless bot chats even if you have it turned off locally with "bot_allowchat 0". If possible, it would be nice if clients could just ignore all bot chats when their own "bot_allowchat" is set to 0.
