Decals, transparent middle textures, and transparent 3D sectors are NOT illuminated by dynamic lights.
● Make sector brightness low
● Add transparent linedef, 3D sector, or add a decal
● Add dynamic light

If it's also missing in GZDoom 1.8.6 then it's not a bug, just a feature our GZDoom base is missing.
