0000413: Missiles already spawned always play their SeeSound for newly connected clients
Missiles always play their SeeSound for newly connected clients.
1. Start a standard server with the example WAD loaded.
2. Connect a client to the server.
3. "summon rocket" in the console.
4. "reconnect" in the console.
Separate issue: If you reconnect and then get killed by your own missile, the obituary will state that your player melted.

Still happens in 3.1. A very trivial issue, but could be heard as multiple, sudden loud sounds when connecting to a very active server, in the past at least. IIRC, I remember this issue occurring in the older "All out War" mod when you connected to the server and missiles were flying everywhere across the map.
