0003993: Retain queue positions on map change for TLMS
Currently no combination of settings retains queue positions in TLMS. If you limit the number of players and there is a queue before a map change or changemap/nextmap, it will clear the queue. This makes having an automated restricted number of playeres impossible.

In 3.2, the join queue is no longer cleared between levels by default. If server hosts want the queue to be cleared, they should enable the new dmflag "sv_dontkeepjoinqueue" which also works in duel.

tested tlms and duel on local windows and tspg linux servers, the join queue wasnt cleared unless i enabled sv_dontkeepjoinqueue
