0000356: Tighter spam control
It's possible to press a chat bind every 1 or 2 seconds for as long as you please without being muted. It's very very annoying. I am aware that I can mute the idiots that choose to abuse this with pointless binds it's a tedious choir, while other players know nothing about muting and start getting in a flamewar about it.. Whatever, it's ruining games and promoting stupidity :).

A fix for this I have noticed in another game, where a player can only send only 3 messages in a short interval before having to wait 5 or 6 seconds, or 4 messages in at a slightly calmer rate before having to wait 6 or 7 seconds or so.

Honestly, the spam control should check if the chat line was created via say/say_team command (either directly or by alias/chat bind). For those, the spam limit should be 5 seconds. Otherwise, for actually-typed chat messages, the limit should be 1-2 seconds, since someone might need to add or correct something immediately after.

I'm not too sure about this one. While it doesn't much hinder legitimate chat, it still does hinder it somewhat. On the other hand, its effect on spam is practically nil, because the spammer would just figure out the optimal rate of message sending (as they do now) and keep to that.

I agree with Qent here, the spam filter is tight enough as-is, maybe a little too tight for my tastes. Tightening it further will only hit legitimate users.
