0003213: Dormant SwitchableDecorations not reset when map resets
An actor inheriting from SwitchableDecoration will only reset properly when it starts the game active. If it starts the game dormant, its state will persist through map resets. Happens offline and online.
1) Start attached file in the survival game mode.
2) Watch the logged numbers tick upward.
3) Watch the logged numbers not go back to 1 when the countdown ends and the map is reset.

Confirmed to also happen in 2.1.2. However there was some invisible junk character in the decorate that 2.1.2 complains about so I had to edit that away.

In 3.1, whenever the map resets, any user variables belonging to actors that aren't destroyed are now reset to zero, so this issue should now be fixed.

It works for the server, the counter is cleared, but the counter still persists on the client-end. Is it a bug?
