0000234: Bring back vid_restart from 97b
While going around bug testing with older binaries, I noticed that in 97b it has a very handy feature.
This feature is vid_restart which dumps and restarts the entire render without closing the game.
This was useful for changing to Software to GL and vice versa without having to close the game.

I'd like to see this again.
For example: Users can easily change to Software if some maps or wads lag in GL or if they just want to go back, or goto GL because Software doesn't seem to fit the way the user's likes. All done without closing the game, disconnecting from a server midgame, etc...

I have noticed this cvar on many other OpenGL Games and it is very useful in some cases.

When switching from OpenGL to Software and vice versa, this will do nothing more than crash the engine. Probably a good reason why it was disabled to begin with.
