Is this an improvement to an already-existing feature, or a new feature entirely?
New Feature.

How would this work?
SV_DelayTeleport delays ALL forms of teleportation for 3 seconds (recommended time, but should be variable), to prevent telefragging, trolling and lag and also makes up for this maps wit only 1 player start.
Sv_DelayTeleportSpawn just delays teleports for the beginning of the map.
Sv_DelayTeleportLine delays teleports that are activatd elsewhere.

Can you give an example in how useful this feature would be?
You know people who think it's funny to telefrag someone in Survival Mode when they only have one life left? Or when you're playing New Gothic and it takes 35 seconds for everyone to get into place because there's only one player start point? Yeah...

A while ago, I suggested a feature that would prevent telefragging. The argument to that was telefragging is part of Doom. So, you need to have communication with your teammates in order not to telefrag each other.
