0001485: Preventing Crashes Via sv_cheats
usually staff members hear about people crashing servers, and the usual method people take to accomplish this task is to spam summon <monster> or other sorts of commands to end up crashing the server. adding a delay into this would reduce or even remove the complaints received from server owners.

the best way to introduce this is to put in a server variable. perhaps something like "sv_cheattime" and a number in a value of seconds

sv_cheattime could default to 1.0 and we could still disable it for testing/debugging.

Honestly, I don't think we should waste time catering for public and apparently unmoderated cheat servers. They're kind of begging to get flooded like this. sv_cheats servers are a special case where the server trusts the client with things like summon/give/... so security kind of flies out of the window inevitably.

sv_cheats on a public server is asking for it. So many malicious things can go wrong.
